The error-no-javascript.html file is required to prompt users who have their javascript functionality in their browser turned off. A browser with javascript dis-abled is very rare these days because so many sites require it to function properly. Soundclick comes to mind as one example. You can't stream their music if your javascript is dis-abled. Any way should the odd user come by with his / her javascript dis-abled this file will simply prompt them to enable it.
